U.S. Scott 404 from the Washington-Franklin issues paying the 5 cent UPU surgace rate to Brazil. The cover was mailed from Saratoga Springs, New York to Bahia, Brazil on April 12, 1919. There is a handwritten note saying the intended recipient was a passenger on the "S. S. Ship Vestus". There is a Saratoga Springs duplex Flag cancel tying the stamp to the cover. The reverse also contains a New York City Hudson Terminal receiving marke dated April 15th and a Bahia, Brazil receiving mark dated May 20th.
